China Shell 950,000 tons/year ethylene project was completed put into operation in 2006, CNOOC Huilian Phase I 12 million tons/year refining project was completed put into operation in 2009.

CNOOC Huilian Phase II 22 million tons/year (including Phase I 12 million tons) refining expansion 1 million tons/year ethylene project started construction on July 9, 2013, according to the construction plan, 10 million tons/year refining project will be completed put into production by the end of 2016, 1 million tons/year ethylene project will be completed put into production in June 2017, the project will be put into production annually after the increase in sales revenue of 82 billion yuan.

Driven by the oil refining ethylene projects, a large number of petrochemical midstream downstream projects have settled in the city, such as BASF of Germany, Clariant of Switzerland, LG Chem of South Korea, Mitsubishi Rayon Bridgestone of Japan, Hetong of Taiwan Changrong of Lee, etc., which are mainly involved in the products including styrene butadiene latex, surfactants, ABS, methyl methacrylate (MMA), synthetic rubber SBR, thermoplastic elastomer SBS, acrylic acid esters, etc. The main products include SBR, SBR, SBS, acrylics esters, etc.
